TIFTON – Five hundred and twenty-one students qualified for academic honors during the 2022-23 academic year at Abraham Baldwin Agricultural College. Students receiving Distinguished Honor status are those who have completed 45 or more academic semester hours at ABAC with an overall grade point average of 3.75 or higher. Superior Honor students are those who have completed 45 academic semester hours at ABAC with an overall grade point average of 3.5 to 3.74, and Honor status goes to those who have completed 45 or more academic semester hours at ABAC with an overall grade point average of 3.25 to 3.49.

Hope 4 Tomorrow Optimist Club to Hold Cornhole Tournament
ZEBULON - Hope 4 Tomorrow Optimist Club is holding “Sparks Fun In the Park” on Saturday, March 25 from 11 a.m. to 4 p.m. There will be music, food, a 50/50 raffle, and a Round Robin Cornhole Tournament at 1 p.m. Preregistration is available as well as secure vendor spots and sponsorships.
A variety of vendors will be present to share community resources, real estate, etc. along with a variety of retail vendors as well as food trucks selling BBQ, ice cream, etc. Kids will be able to learn how to fly drones! "It will be a fun day out in the park with the family to see the Cornhole Tournament, vendors, play and listening to music," said Rufus Clemmons. "We are still looking for more vendors and cornhole participants."

Gov. Kemp Signs State Income Tax Refund Bill
ATLANTA – Governor Brian P. Kemp signed HB 162 into law yesterday, providing for a special state income tax refund for Georgians who filed returns in both the 2021 and 2022 taxable years. The AFY 2023 budget signed by Governor Kemp on March 10 accounts for the special refund, with over $1 billion in surplus funds on its way back to taxpayers.

Pike County Fire Department Responds to Fire
ZEBULON - Pike County Fire Department personnel responded to 55 Baylor Street, Concord, Monday, March 13, 2023 at 6:20 pm for reported structure fire. Upon arrival personnel noted heavy smoke coming from the back side of the house. Occupants stated the fire started in the kitchen, but was out.
Firefighters doused hot spots with a water canister and ventilated the house. Fire was contained to room of origin and was determined to have started on the stove. No persons or animals were injured.

One Week Left to Apply for Federal Disaster Assistance
ATLANTA – There are two dates coming up on the calendar that disaster survivors from Butts, Henry, Jasper, Meriwether, Newton, Pike, Spalding and Troup counties should be aware of.
Monday, March 20, is the last day to apply for FEMA assistance if you had uninsured or underinsured damage to your property after the January storms and tornadoes. The last day to apply for a low-interest disaster loan from the U.S. Small Business Administration is three days earlier, Friday, March 17.
Homeowners who had damage should apply for FEMA disaster assistance because your insurance may not cover all of your damage. Renters who had losses caused by tornadoes are also encouraged to apply for FEMA disaster assistance. Your losses may include damage to personal property such as furniture, appliances and vehicles.
After a disaster, you may find that a FEMA grant and your insurance settlement do not give you all the funds you need to restore your home to its pre-disaster condition. SBA’s disaster loans can help with the recovery of homeowners, renters, nonprofit organizations and businesses of all sizes.
Homeowners may borrow up to $200,000 from SBA to repair or replace their primary residence. Homeowners and renters may borrow up to $40,000 to repair or replace personal property including vehicles. Businesses may borrow up to $2 million for any combination of property damage or working capital.
Homeowners and renters are encouraged to submit an SBA disaster loan application even if you’re not sure you will need or want a loan. There is no obligation to take all or part of an approved loan. If SBA cannot approve the application, SBA will refer you to FEMA’s Other Needs Assistance program for possible additional assistance.
If your SBA application is approved, you are not obligated to accept the loan. However, if you fail to return the application, that decision may disqualify you from other possible FEMA assistance and other grants or services. All disaster loans approved through Sept. 30, 2023, will be granted 12 months of no payments at zero percent interest.

U.S. Small Business Administration (SBA) Loans Is March 17
ZEBULON - The deadline for homeowners, renters, businesses, and non-profits in Pike County to apply for a U.S. Small Business Administration (“SBA”) low interest rate loan for property damages resulting from the January 12th, 2023 storm and tornados is Friday, March 17, 2023. Interest will not accrue during the first year of the loan and the first loan payment will not be due for a period of one year.

Filing Deadline for FEMA Assistance Is Approaching
ATLANTA – The Spalding County Disaster Recovery Center in Griffin will close at 6 p.m. Friday, March 17, but those who have an ongoing need for FEMA assistance can still get information about available recovery programs after the closing.
FEMA specialists are continuing their work in Georgia to help survivors of the Jan. 12 storms and tornadoes. You don’t have to be a county resident to visit the recovery center and you can still get answers to your questions by calling the FEMA Helpline. The deadline to apply for FEMA assistance is Monday, March 20.

Chandler Confronts Commissioners on Animal Shelter Donation
Calls $225,000 a Failed Donation

Ruth Chandler of the CLC Foundation Inc. spoke to the Pike County Commission about the delay in opening the Pike County Animal Shelter during Tuesday night’s meeting. She walked through the work that has been done by the Pike Animal Shelter Board, the intent of her family’s charitable trust which donated the $225,000 to build the Pike County Animal Shelter, and gave some options to commissioners on how they could proceed with the donation that was intended to provide the building for a fully-functioning county-wide animal shelter.

First Friday Event Rescheduled for March 17
ZEBULON - The Zebulon Merchant Council has made the decision to reschedule this Friday's event for Downtown Zebulon due to weather concerns. The forecast calls for the thunderstorms to be over by Friday afternoon but the wind is forecasted to be 20+ mph with gusts up to 40 mph. The Pirates Go Irish, a St. Patrick's Day Celebration in Downtown Zebulon, will be held on Friday, March 17 from 5 p.m. to 8 p.m.

FEMA Teams Helping Pike County Survivors Jump-start their Recovery
ATLANTA – FEMA teams are on the ground helping people in Pike County, which was added to the major disaster declaration for Georgia’s severe storms, straight-line winds, and tornadoes of Jan. 12. Pike County residents who sustained damage or losses from the storms may now apply for FEMA disaster assistance.
FEMA’s Disaster Survivor Assistance (DSA) teams are going door-to-door in neighborhoods impacted by the storms to help individuals apply for FEMA assistance. Using mobile technology, DSA personnel can help survivors apply for assistance, update a FEMA application, and answer questions about federal assistance. DSA teams wear FEMA attire and have federal photo identification badges. There is no charge for service.

Two new projects by the Quick Response team begin
ZEBULON - The Georgia Department of Transportation (Georgia DOT) Quick Response Team has started a project on State Route 7 just north of County Line Road. Contractors will construct two median crossings/u-turn lanes on SR 7.
The second project is located on State Route 7 at Shackleford Rd and will also include two median crossings/u-turn lanes. Traffic will be affected minimally in the area.

Thanks to All Who Helped Clean Up After the Tornado
ZEBULON - In the January 31, 2023 Board of Commissioners Meeting, County Manager Brandon Rogers discussed the tornado that hit the Williamson area of Pike County on January 12, and the response from the county to that event. He said that without volunteers and people who helped with heavy equipment, the county would still be paying to get the mess cleaned up. He noted that only one invoice of around $700 was submitted to the county for countless hours of work to clear roads and power line access areas.
“I’d like to thank everyone who had a part in helping out with the tornado cleanup. Without their help, we would still be working on this today,” said Rogers. “First of all, the fire department, led by Bobby Wilkerson, and the Emergency Management Agency, led by Jim Totten, put in a lot of effort and a lot of hours. They did an outstanding job. Volunteers showed up and worked out of the goodness of their hearts, on their own time and on their own dime. The sheriff’s department did an excellent job like they always do and when Spalding County’s E911 Center went down, they had to direct calls to our 911 center. Those guys did a great job and it’s amazing they were able to keep up with what was going on with limited resources. There were individuals who helped out the night of the storm and for the following three to four days. We had quite a few people who worked all through the weekend. I’d like to thank everyone from the Fire Department, Sheriff’s Office, Ambulance Service, E-911, EMA, Pike Public Works, Express Sanitation, Pike Pools, 3D Rolloff, Hammond Sight Services, Hurts Trucking, Double P, Goodman Grading, Flanders Nursery, AC's Lawn Maintenance, Smith's Enviro Recycling, Stewarts Tree Service, Jason Mask Company, and Brannon and Sons Mobile Equipment Repair.
He noted that at one point when the Public Works' equipment went down, an individual with a loader came in and picked up the slack. “Everyone who helped did this out of the kindness of their hearts and wallets and if it was not for their help, we would still be in a mess. Each person who helped is one of the reasons this county is what it is and we all love living here.”
Commissioners Tim Guy and Jason Proctor and Commission Chairman Briar Johnson also thanked all those who helped with the clean up process. It was also noted that several of the commissioners, the county attorney, and the county manager helped clear trees and debris after the storm.

Williamson to Gain New Council Member
WILLIAMSON - The City of Williamson held a call for a Special Election to fill the unexpired term of Council Member Angela Martin, who resigned on December 31, 2022.
Qualifying has taken place, and Bobby Harrison, Jr. was the only person who qualified to run for this office. Therefore, the election is that will was supposed to be held in March has been cancelled.
The results will be certified by the Pike County Board of Elections next week. Harrison will be sworn into office at some point after the results are certified.

Red Cross to Begin Contacting Residents Who Qualify for Assistance in Hard-Hit Areas of Spalding County
GRIFFIN — Spalding County Emergency Management Agency Director Glenn Polk confirmed today that the Red Cross will be contacting residents in the hard-hit areas of Spalding County to let them know if they qualify for assistance. Calls, texts and emails will begin the end of this week and continue over the weekend.

Insurance Commissioner King Deploys Staff to Spalding County in Response to Severe Weather
ATLANTA – Following the disaster declaration for Butts, Henry, Jasper, Meriwether, Newton, Spalding, and Troup counties, Insurance and Safety Fire Commissioner John F. King announced today that he is deploying agency staff to set up a Catastrophe Claims Village to assist Georgians who have been impacted by recent severe weather.
At the Catastrophe Claims Village, policyholders can meet face-to-face with professionals in the insurance industry who can help them file a claim or answer any insurance-related questions they may have. The Catastrophe Claims Village will include representatives from the Georgia Department of Insurance, major insurance carriers including Allstate, Auto-Owners, Georgia Farm Bureau, State Farm, USAA, and others...

WILLIAMSON - A strong line of thunderstorms came through Georgia on January 12, 2023 that spawned tornadoes in north and central Georgia. The NWS states that per radar data, aerial surveys, and ground surveys, it has been determined that there were three tornadoes on the ground simultaneously in Southwest Spalding and Northwestern Pike Counties. These tornadoes can be traced all of the way back to the Selma, Alabama tornado.

Zebulon City Council - Special Called Meeting

ZEBULON - The Zebulon City Council held a Special Called Meeting on Wednesday, December 28, 2022 with the only item on the agenda being an Executive Session regarding personnel. When they came back into session, there was a 3-1 vote with Council Member Dewey Yarbrough opposed to put the Assistant Chief of Police on salary. Overtime that is planned into the budget will be used to pay for this. Discussion that some budget line items may need to be tweaked. It was also mentioned that state law has been passed regarding food trucks. This will have to be reviewed before the upcoming January 10 meeting.
[Note from the Editor: It sounds like the Chief of Police wanted to make his Assistant Chief hourly instead of salaried. Council Member Yarbrough explained his no vote after the meeting to Pike County Times by saying that the Chief was put in place to be the head of the Police Department, and they (as in the City Council) "can't micromanage the police."]

Zebulon City Council Denies Apartment Rezoning
ZEBULON - On December 15, 2022, the Zebulon City Council met at 6 p.m. in the GMC Classroom to hold a public hearing on a rezoning application for the property located on the east side of Highway 19 South between Ruth's Restaurant and the veterinary clinic. The application was a request to change from the current Central Downtown - Highway Commercial (CD-HC) zoning to Multi-Family Residential (MFR).
The public hearing was held with a discussion by the City Council at the close of the hearing. According to the Post Agenda, after discussion of concerns for the safety of children, a motion to deny the Rezoning Application was made by Yarbrough. Second was made by Nalls who stated the Zoning Proposal would result in a use which will or could cause an excessive or burdensome use of existing streets, transportation facilities, utilities, or schools. The motion to deny the application carried 4-0.

ZEBULON - On Wednesday, the Pike County Board of Commissioners imposed a 90-day moratorium on all new major and minor subdivisions and any building permits related thereto in a 5-0 decision. Pike County Times will have more on this when the write up on the meeting is completed.
[Note from the Editor: I asked for a clarification to be sure that I have things down correctly. Planning and Development Director Jeremy Gilbert said this: “The moratorium is for new submittals of minor and major subdivision plats and the building permits for new subdivision plats that have not already been approved. If a plat has already been approved then a building permit can still be issued. However, if a plat is in the process now they can continue with the approval process but would not be able to pull building permits until the moratorium is lifted. We are still accepting rezoning, special exception and variance applications as normal. Any existing residential rezoning application that we have will still be heard for the zoning but they will not be able to submit the preliminary or final plat until after the moratorium ends. Currently the moratorium is set for 90 days or until the impact fees are evaluated and any changes are approved by the BOC.”]

Zebulon City Council Votes to Deny Rezoning
on 120 Apartment Complex on December 15

ZEBULON - Zebulon City Council voted unanimously against this rezoning application.
The Zebulon Planning and Zoning/City of Zebulon Design Review Committee met on November 1, 2022 to hold a public hearing to discuss the application for rezoning of the property identified as Tax Map/Parcel 076B 066, which is located on the east side of Highway 19 South, Zebulon, Georgia between Ruth's Restaurant and the vet's office on the other side.

ZEBULON - 8,642 of 13,891 of Pike County’s registered voters cast their ballots in the US Senate Runoff on December 6, 2022. 7,453 voted for Herschel Walker Jr. (Republican) and 1,184 voted from Raphael Warnock (Democrat).

ZEBULON - It's 16 years since that first blog post about the morning county commission meeting went on Pike County Times on November 6, 2006. Since then, Pike County Times has attended more than 500 meetings--I'm pretty sure that I low balled that amount!--and attended countless events to capture memories and support our commmunity as we reach out to others and share hugs and stories of our lives with those around us.
It's not always fun as I get the inevitable, "Who called you?" as I walk into a meeting where I don't normally attend, but the events that I get to attend and seeing our community and representatives work together for the good of the county is worth every single minute of what I do! It has definitely been a memorable journey! I am thankful beyond measure to all who encourage and support what I do.

Speed Bumps In Place to Discourage Speeding in Hilltop Community

CONCORD - Seven set of speed bumps have recently been installed in the Hilltop Community. This is the result of a long discussion between community leaders and Pike County government that began with a community block grant to improve the community and ended with speed bumps on repaved roads that will slow down traffic that is no longer having to dodge pot holes. The end result will be slowed traffic along with much needed improvements to the Hilltop Community.
