Monthly information from Animal Control, Coroner, Fire Department, Grady, Library, Magistrate Court, McIntosh Trail CSB, Planning & Development, Registrar, Superior - Juvenile Court, Tax Assessor, and the Water Authority are included as well during the morning meeting only.

Randall Moss called the office and advised that he could not attend the meeting today. That was removed from the agenda.

a. Minutes of the August 24, 2020, Special Called Meeting.

b. Minutes of the August 25, 2020, Regular Monthly Meeting.

6. INVITED GUEST

a. Employee Recognition for service to Pike County.

Harry E Busby Jr.

Eddie was thanked for his 5 years of service. Eddie is our field appraiser and has an Appraiser II Designation from the Department of Revenue. Eddie goes out and looks at new housing in the county. Chief Appraiser Greg Hobbs said that a lot has gone on in this five years. Eddie is a caregiver for his wife as well as working for the county. And he’s overcome a battle with cancer too. He's out on disability right not, but it’s our prayer that Eddie comes back healthy to work for the county. Greg thanked him for his service to the county.

Tanya Perkins

Tanya is our Animal Control Officer and was thanked for her 5 years of service. She started 5 years ago when animal control was a joint part of the Planning and Development Office. We needed a full-time officer. She has done a great job for the county. She has been a big part of the planning for the animal shelter. Brandon thanked her for her service to the county.

c. County Manager Comment

Immediately following this, we will have our groundbreaking for animal control at the current animal control facility.

We have temperature scanners that have been purchased by the CARES Act. There are new monitors that are going up in the Courthouse as well. The CARES Act has provided body temperature scanners, tents, etc for the Health Department.

Commissioner Tim Guy asked about a noise ordinance. Brandon was provided some information yesterday regarding a disorderly. There are some things that we already have in place that we could possibly pursue. If we can follow what is already on the books, we’ll do that instead of adding to our ordinances.

New 911 addresses. About 3 or 4 months ago, this was moved to Planning and Development. There has been a tremendous learning curve. We were behind but just about caught up now. If put a request in this week, you would have it by the end of next week. There are two employees who are trained to do this.

d. Commissioner Reports

Commmissioner Jason Proctor thanked Public Works Director Todd Goolsby and the guys for their work on Country Brown Road.

Commissioner James Jenkins made a motion that we have a 90 day moratorium on applications for special exemptions or zoning amendments for condos, apartments, duplexes, multi-family housing, or any other type of communal living. He asked that commissioners hold a workshop to come up with something that we can live with. Motion was 2nded and it passed 5-0.

Chairman Briar Johnson invited everyone to the ground breaking.

He said that there could be an issue with a leak in the ceiling where there is some discoloration. Brandon advised that there was an AC unit that has leaked in the past.

e. County Attorney Report to Commissioners: None.

8. UNFINISHED BUSINESS

a. Award Auditing Services Contract.

Some of the numbers from last meeting did not have component units.

Clifton, Lipford, Hardison and Parker LLC bid $130,500 for 3 years with the amount being $43,500 annually.
Driver, Adams and Sharpe bid $110,640 at $36,880 annually. They also had a cost for a single audit that we need for the upcoming year rather than for just three years.

Mauldin & Jenkins bid $172,050 for three years with $56,550 for next year, $56,900 for the next, and $58,400 for the third year.

Motion to approve Driver, Adams, and Sharpe for the 2020 year. Approved 5-0.

9. NEW BUSINESS

a. Approve/deny three appointees on the Industrial Development Authority Board to continue term through the end of the year in an effort to transition from the old term to the new term dates.

CM Rogers stated that three members of the IDA Board have terms that end on October 31, 2020: John Edwards, John Barker, and Dee McLeroy. The IDA would like to extend their terms to the end of the year to match the Board of Commissioner terms, and they voted to change their bylaws for this as well. Approved 5-0.

b. Open sealed bids for review and discussion for the Ambulance Service for Pike County.

Veterans bid $400,000 per year for the next 3 years.

Ameripro bid $698,000 for a one year contract, $650,000 for a 3 year contract, and $650,000 for a 5 year contract.

Community Ambulance bid $550,000 through 2023.

AMR bid $696,000 per year for a 1, 3, or 5 year contract.

CM Rogers made a recommendation on this that we review this overnight and have a special called meeting tomorrow night to award the bid. He said that everyone is here. Community and AMR have not :spoken with commissioners like the past meeting where Veterans and Ameripro spoke. Motion to allow them to speak with us if they would like to. 2nd. Approved 5-0.

Chris Howard from AMR said that in their bid includes some alternatives that can lower the bid even more. Verified that this is for 2 24 hour trucks. They are out of LaGrange, and their closest place of business is about 30 minutes from here.

Community had no comments, but said that he would answer questions. There were none.

Motion to accept the bids. Discussion: Special Called meeting in the next 2 days. Approved 5-0.

10. PUBLIC COMMENT

a. Randall Moss to address the Board regarding Hudok 2020 Bill of Peace.

This was removed at the beginning of the meeting.

11. EXECUTIVE SESSION - None
