CM Hanson asked commissioners to add H under draining easement and maintenance agreement with the University of Georgia. Motion to approve. Approved 5-0.

c. County Manager Comments.

CM Hanson gave an update on SPLOST. We are paving and patching areas in preparation for repaving. New Hope is an LMIG project. Brazier and Shepherd are next on the list and then Kings Bridge Road. The contractor is on Eppinger Road now. Roberts Quarters and Roseview and then Old Zebulon Road. We are working on widening of Kings Bridge Road. We anticipate a 4 foot widening there. Patching is finished on all but Kings Bridge Road. It will begin next week.

Filming will be conducted at the courthouse for a movie on Thursday. It will be a pretty big event. That day will be a pretty good day with filming for a major film. "Logan Lucky" is the name of the film.

The county has been getting a lot of compliments on the roads and our road crews are doing a phenomenal job.

[Note from the Editor: These notes on the Fireworks Report are from the County Manager Report and were not read aloud in the meeting.] CM Hanson provided commissioners with a Parks & Recreation report on the 4th of July fireworks celebration. The Board anticipated that this could need a couple of years to get reestablished so it would be self-funded. According to the 2010 BOC minutes from the last fireworks event, the event brought in $1,000 over expenses and that money was returned to the Board of Commissioners and the county.

d. Commissioner Reports.

Commissioner Tommy Powers said that he has had a lot of good reports on our road repaving and the Courthouse grass looks good.

Commissioner James Jenkins asked about a traffic light at Williamson-Zebulon Road at Mr. B’s. Recently discussed the schools and McKinley Road and was told that studies have said that the traffic would not support a stop light there. There is a possibility of discussion with the City and the DOT.

Chairman Briar Johnson attended an economic DOT project meeting in Macon and gave the info to Mr. Hanson.

e. County Attorney Report to Commissioners.

Mr. Morton said that he has helped with telecommunications issues. Training on the service delivery strategy and agreements that are due to be finalized by October 2017.

9. NEW BUSINESS

a. Consider one appointment to the Pike County Planning Commission to fill a three-year term set to expire August 31, 2019. Applicants have met criteria

David Brisendine Jr. and Tony Watkins. CM Hanson advised of Planning and Zoning Director and CM recommendation to reappoint Tony Watkins. Approved 5-0.

b. Consider one appointment to the Pike County Agribusiness Authority to fill an unexpired three-year term set to expire April 1, 2018. Applicant has met criteria.

Bo Huddleston has been recommended by the Agribusiness Authority and by the County Manager. Approved 5-0. He was in attendance at the meeting.

c. Consider request from Edward Boronkas of Boy Scout Troup 37 to use the courthouse grounds for a BBQ fundraiser on Friday, October 14, 2016 through Saturday, October 15, 2016.

Motion to approve. Approved 5-0.

d. Consider request from Ken Lavet of Trans-Radial Pictures, Inc. to use the courthouse grounds for filming on September 1, 2016 beginning at 7:00 a.m. – 5:00 p.m.

They don’t anticipate being here past about 2 p.m. We used Spalding County rates for this. There will be some parking blocked off for this. They will use the top floor and then the stairs on the south side of the square. They are working to be sure that no businesses are inconvenienced by this. We were chosen out of 31 courthouses. This is on Thursday. Motion to approve the contract. Approved 5-0. Click here to read about it and see pictures.

e. Consider request from Dwain Penn to use the south porch of the courthouse and surrounding area for the Pike County Bible Reading Marathon on Saturday, October 1, 2016 through Saturday, October 8, 2016 at various times of the day.

We did this last year as well. Discussion about using a PA system with a stipulation that they are only able to use it during certain hours. Stipulation of no PA system use from 8 a.m. to 5 p.m. Motion to approve. Approved 5-0.

f. PUBLIC HEARING: To receive public input in regards to SE-16-11 – Christopher and Madelyn Fields, property owners and applicants, are requesting a special exception in an A-R zoned district to allow for a garage apartment on the subject property. The subject property, located at 1018 Perkins Road, has approximately 325 feet of frontage along the eastern side of Perkins Road. The property is located in Land Lot 165 of the 2nd District of Pike County, Georgia. The property consists of 3 acres and is further identified as Tax Map Parcel #087 058B.
Action: Discuss/Approve/Deny

Planning and Zoning Director David Allen advised that this went before the Board of Appeals on August 18 and it was recommended for approval. This is for an apartment for parents.

The applicant spoke. No one opposed. Public comment was closed.

Motion to approve with stipulations. Approved 5-0.

g. Approve/deny request from Kevin Teate, Director of the Pike County Parks and Recreation Department to pay for the hydro seeding of the soccer bank between the upper fields and the walking track out of Impact Fees. Pricing is as follows:
Ground Prep - 50,000 SF @ 0.030 = $1500.00
Hydroseed with Hulled and Unhulled Bermuda – 50,000 SF @ 0.050 = $2500.00
Total - $4000.00

This area has been barren since the beginning, but Public Works has graded the area into terraces so it does not wash anymore. The same company that seeded our courthouse won the bid through the bid process there. This will keep the dirt from flooding onto the walking track. This will improve the usage out there. Motion to approve. Approved 5-0.

h. Approve/Deny the Drainage Easement and Maintenance Agreement between the Board of Regents of the University of Georgia and Pike County.

Drainage easement and maintenance agreement. This is off of Blanton Mill Road that affects property owned by the University of Georgia. They agreed to us doing the work on a drainage pipe and a drainage ditch. It also has to be signed by the governor because it is owned by the State of Georgia. Motion to approve. Approved 5-0.
