c. County Manager Comment

From the County Manager Report:
• The RFP for the Audit has been added to the website and sent to the local paper for advertisement. Notification of Interest letters are to be sent to the BOC office NLT 17 Aug. Completed proposals should be received by 24 Aug. 2020. Approval and Award of Contract will be during the Sept. 9th meeting.
• The LMIG application for 2021 has been submitted to GDOT. In continuing with the road plan Alabama Rd and Old Lifsey Springs Rd were added to the application.
• An emergency LMIG application was requested for the Concord Road bridge/culvert that is currently closed. At the time of the request it was brought to my attention that this had already been applied for and approved by GDOT back in June 2019. GDOT approved up to $21,500.00. We asked for additional funding since the project is more than what was originally estimated and were denied due to budget restraints.

Update on the Property Tax Appeals Process. We’ve always been under 100 appeals before. There is 1,037 appeals this year. This is a little over 9%. We have to have 250 or 300 satisfied before we can set our millage rate.

d. Commissioner Reports

Commissioner Jason Proctor asked to review major subdivision rules and splitting in less than 3 years.

e. County Attorney Report to Commissioners

None.

8. UNFINISHED BUSINESS

a. Award bid on the Concord Road Culvert.

From the County Manager Report:
• The Concord Rd project has been reviewed and all 3 bidders met the qualifications of the job. I would recommend Helix Group for the job based on the overall pricing, McLeroy could also be considered as a local bid however they did bid over Helix $13,135.50. End of CM Report

Brandon’s recommendation is to award to Helix because they are the low bidder. McLeRoy is local, but their bid is $13,000 over Helix. Jason made a recommendation that we go with McLeRoy because if there is something wrong, we can drive over to the office, and he said that they bring $13,000 into the county. Second by Tim Guy.

Discussion: Helix is out of Fairburn. County Attorney Rob Morton was asked to clarify the county's policy on choosing a bid that is not the lowest bid. He said that financial policies say that commissioners can choose a local bidder based on materials, equipment, and services under $20,000, but other than that, they would have to choose the lowest and best bid by a responsive and responsible bidder. Motion to go with McLeRoy. Approved 4-1 with Tim Guy voting no.

9. NEW BUSINESS

a. Amend use of Courthouse Grounds from Bryan Richardson with American Legion Post 197 for Pike County Patriot Day Observance Day display on September 11, 2020 from 9:00 a.m. – 4:00 p.m.

This will be a display outside for an extended period of time. If there is inclement weather, Mr. Richardson has asked that this be inside. There is a possible issue if it is inside because of the possiblity of court. It will be in the area that we use for voting or shut this down completely. Brandon said that he does not believe that we will have any issues with this. Motion to approve. Approved 5-0.

b. Consider use of Courthouse Grounds from Bryan Richardson with American Legion Post 197 for a POW/MIA Recognition Day display on September 18, 2020 from 9:00 a.m. – 4:00 p.m.

Same thing here with the displays being much smaller. There should be no issues even if there is a court date. Motion to approve. Approved. 5-0.

c. Open sealed bids for review for the Ambulance Service for Pike County.

Three bids were submitted. Each were opened in the open meeting.

AmeriPro EMS gave a bid of one year (2020-2021) for $635,000, three years (2020-2023) for $660,000 per year, and a five year bid (2020-2025) for $700,000 per year.

Veterans Medical Transport gave an annual charge of $400,000 based on total costs $745,068 with earnings expected to be $344,000.

AMR submitted a letter with no bid.
American Medical Response

The county received a letter from Grady. They will not rebid. They are unable to regionalize. They will be exiting if we move forward with another ambulance service. Motion to accept these bids for review. Approved 5-0.

10. PUBLIC COMMENT - None

11. EXECUTIVE SESSION

Executive Session. 9:20 a.m.

a. Chairman J. Briar Johnson requests Executive Session for discussion or deliberation on the appointment, employment, compensation, hiring, disciplinary action or dismissal, or periodic evaluation or rating of a county officer or employee as provided in O.C.G.A. § 50-14-3(b)(2), germane to the County Manager position and Personnel.

Back in session at 10:46 a.m.

County Attorney Rob Morton asked commissioners to entertain a motion to appoint Brandon Rogers as County Manager with a contract through 2022. Salary will be $83,000 including a county vehicle to and from work and to go to training. Motion to do this. Approved 5-0.
