REGULAR BOARD OF COMMISSIONERS MONTHLY MEETING AGENDA

Four commissioners were present. Vice-Chairman Tim Daniel conducted the meeting in Chairman Briar Johnson’s absence. Jo Ann Wrye was present to take the minutes, County Manager (CM) John Hanson, and County Attorney Rob Morton.

1. Discussion of Building and Subdivision standards.

CM Hanson said that we want good, quality growth in Pike County and suggested having a workshop to discuss growth and any changes needed to our current building standards. He said that a lot of work has been done on the past 10 years on our code, but further changes may be needed on planned developments and mandatory square footage. Concern was stated about making sure that tax revenues offset services that the county has to put into services provided. James Jenkins suggested looking at infrastructure as well as square footage. Suggestion was made to invite developers, etc. Tim Daniel said that we are probably less than adequate in infrastructure in many parts of the county. He said that a workshop would be a good idea. Within 30 days or maybe less—as soon as it can be advertised.

c. County Manager Comment

Patching and paving is ongoing. Jonathan’s Roost is the big one right now. Calcium chloride, mowing, and ditching is going on right now despite the rain. They are also working on the gun range for the Sheriff's Office.

SPLOST is in excess of what we budgeted annually already. We’ll be about $103,000 to $105,000 in excess after this payment. We are prepared to use that money for roads and projects here in the county. He said thank you to the community for spending local.

Commissioner Jenkins said that Spalding County is starting to pave some of their roads and said that we need to look at putting calcium chloride on our part of those roads. CM Hanson said that he would call Spalding's County Manager.

d. Commissioner Reports

None.

e. County Attorney Report to Commissioners.

Rob Morton gave them a proposed intergovernmental agreement for the administrative services between the county and the Development Authority of Pike County. This covers the county providing administrative services for meetings, receipt of mail, etc. We would provide it at a cost savings. They will pay the county an annual fee of $12,000 per year--$1,000 per month. This is to keep from duplicating services and we will be using what we have in order to save the taxpayer money.

Motion to approve. Approved 4-0.

8. UNFINISHED BUSINESS - None

9. NEW BUSINESS

a. Approve / deny request from Chris Curry to use the courthouse lobby from Thursday, September 14, 2017 through Sunday, September 17, 2017 for Slow Exposures Popup Tour.

. The usage over the weekends has been addressed with the Sheriff’s Office already. CM Hanson said that he recommends approval and the Sheriff has already signed off on it. Motion to approve. Approved 4-0.

b. Approve / deny of waiver of Residential Impact Fee for existing structure at 6855 Ga. Hwy. 362 West.

CM Hanson said that this was an older building that has been used as a residential structure long before Impact Fees came into place. Planning and Zoning David Allen identified this after getting proof that it was a residence. Suggested this be a remodeling project instead of square footage. Motion to determine that this was a residence prior to Impact Fee passage, waive the square footage fees and approve the flat fee of $100. Approved 4-0.

c. Approve / deny request from the Library to pay for books from Impact Fees.

Request was given to the Commissioners. They are requesting this $10,000 over a period of time to buy books. $31,000 available and this is Impact Fee eligible. Motion to approve. Approved 4-0.

d. Approve / deny Maintenance Services Intergovernmental Agreement with Zebulon.

Service and delivery strategy that is similar to that of the IDA that was just approved. We’ve had numerous comments on how things are beginning to look nice. Rob Morton said that we are in the process of negotiating with the cities. Animal control at a base level is on this list. If the cities want a higher level of service, they can help offset the cost. This ensures that there is not a duplication of services. This keeps city citizens who pay both city and county taxes from getting hit by taxes twice for the same service. If the city and county are doing the same maintenance in the same area of the city/county, that is a duplication of services. There will be a monthly fee and it is a win-win situation for all of the citizens.

Tim Daniel asked specifically where we are talking about. There is a map attached to agreement with the triangle with one block west and goes all of the way up to the Pharmacy sidewalk and everywhere that the new sidewalks were put in around the square. Trash pickup, cleaning the gutters, mowing, etc. will be provided through the county. We do not have anything to do with the fountain itself, but we will keep the weeds out of there and removal of debris. We’ll just be mowing and providing maintenance only. It does not include making improvements to broken sidewalk areas, etc. and we do not maintain the plants there. CM Hanson commended their City Council and Administrator for looking for ways to work in cooperation with the County.

Motion to approve. Approved 4-0.
