All commissioners present except for Commissioner Tim Guy. County Clerk Jo Ann Wrye was present to take the minutes, County Manager John Hanson, and County Attorney Rob Morton.

Chairman remind that the Pride of Parade celebration begins at 4 p.m. on Saturday with a $5 parking fee. CM Hanson said that IDA Director Ginny Blakeney worked hard to get Resurgeons to be a sponsor for Pride of Pike. He thanked Resurgeons for their sponsorship for our local event.

9. NEW BUSINESS

a. PUBLIC HEARING: To receive public input regarding SUB18-03 – Phillip and Margaret Yancey, property owners, and Rod Wright Corp., applicant, are requesting final plat approval for a new 5 tract subdivision on 11.06 acres, with lots fronting Bottoms Road. The parent tract is zoned R-15 (Single Family Residential), with approximately 1758 feet of frontage along the southern side of Bottoms Road. The subject property is located in Land Lot 110 of the 9th Land District of Pike County, Georgia. The parent tract is further identified as Tax Map Parcel Number 042 027 B.
Action: Discuss/Approve/Deny

This has gone through rezoning and preliminary process. CM Hanson said that the only change was the shared driveway provision. Staff recommendation is to approve. Motion to approve the final plat. Approved 4-0.

b. PUBLIC HEARING: To receive public input regarding SUB18-04 – Ray Joel Byrom, Jr., property owner and applicant, is requesting preliminary plat approval for a new 6 tract subdivision on approximately 26 acres, with lots fronting both Rose Hill Road and Campbell Road. The parent tract is zoned A-R (Agricultural-Residential), with approximately 1050 feet of total frontage along the northern side of Rose Hill Road and approximately 1233 feet of total frontage along the eastern side of Campbell Road. The subject property is located in Land Lot 236 of the 8th Land District of Pike County, Georgia. The parent tract is further identified as Tax Map Parcel Number 071 041.
Action: Discuss/Approve/Deny

This is a preliminary plat. CM Hanson said that the drawing demonstrates the ability to put this in place with lots that meet the setbacks that are required. Staff recommends approval. Motion to approve this preliminary plat. Question about square foot. AR is an 1,110 square foot requirement. We have put in stipulations in the past. Discussion about whether to require larger homes. This is the preliminary plat approval so there is time to address this before final approval. Approved 3-0.

c. PUBLIC HEARING: To receive public input regarding SUB18-05 - STS Development Group, LLC, property owner and applicant, is requesting preliminary plat approval for a new 61 tract subdivision on approximately 175.10 acres, with lots fronting both Beeks Road and Blackmon Road. The parent tract is zoned R-20 (Single Family Residential), with approximately 1195 feet of frontage along the eastern side of Beeks Road and approximately 1200 feet of total frontage along both sides of Blackmon Road. The subject property is located in Land Lots 198, 199, 218, and 219 of the 1st District of Pike County, Georgia. The parent tract is further identified as a portion of Tax Map Parcel #039 046.
Action: Discuss/Approve/Deny

This is a preliminary plat. CM Hanson said that this requires set standards that meet plat requirements and that a lot be dedicated to the county for an emergency services facility. Staff recommendation is for approval. Tim Daniel said that we have already had a zoning hearing on this with stipulations that were set so his motion to accept the preliminary plat. Approved 4-0.

d. PUBLIC HEARING: To receive public input regarding Text amendments to Title XV, Land Usage, Chapter 156, Zoning Code, Section 156.06 Definitions, Section 156.24 Certificate of Occupancy, Section 156.42 Boundaries of A-R Districts, Section 156.43 Permitted Uses, Section 156.44 and 156.44.1 Development Standards, Section 156.60 Purpose, Section 156.62 Boundaries of R-20 Districts, Section 156.63 Permitted Uses, Section 156.64 Development Standards, Section 156.75 Purpose, Section 156.77 Boundaries of R-15 Districts, Section 156.78 Permitted Uses, Section 156.79 Development Standards, Section 156.90 Purpose, Section 156.92 Boundaries of R-11 Districts, Section 156.93 Permitted Uses, Section 156.94 Development Standards, and new standards for a new Zoning District, R-18 Residential Zoning, relative to clarifying, simplifying, and enhancing certain zoning standards for buildings, parcels, etc.
Action: Discuss/Approve/Deny

This is a public hearing with 20 minutes on each side. Most of these are similar. The Planning Commission and David Allen did a good job of going through this and discussion it in a workshop and with the community. Some things to consider are the striking of R-11 and R-15 and make a new R-18 subdivision. If you are in an R11 subdivision, they can still build in it but have to build according to this standard. Moving up to 1,500 square foot in an AR District. This also deals with how close flag lots can be together. If we approve this, you may want to restrict language until the other flag lot language, which has not been active, can be addressed. Another is if you have a home and are close to the road, it deals with setbacks for accessory buildings and barns. The Planning Commission also made some changes. This is the 1st Hearing.

IN FAVOR:

Tony Watkins from the Planning Commission spoke as a member of the Planning Commission. He said that this cleans up our ordinances, but he wants to make sure that the size of houses fall into the affordable category.

OPPOSITION: None.

Public hearing closed. Discussion: James Jenkins said that this has been a long time coming. Tim Daniel said that we can be challenged on pretty much anything, but he has heard about affordable housing our county. He asked County Attorney Rob Morton about affordable housing. He said that our Comprehensive Plan provides for affordable housing in different zones, water, etc. We did postpone some issues along with flag lots. He said that we may want to consider striking that language until the old language is resolved if it hasn’t been resolved at the 2nd Reading. We could also do a workshop on flag lots as well.

Motion to approve 1st Reading and hopefully have a workshop before we have the 2nd Reading. Approved 4-0.

e. Approve/deny Combining lots in Hutchinson Farms Subdivision.

The applicant is represented at the meeting. An adjacent lot can be joined with a lot in the subdivision. This is a requirement per our ordinance and will increase the size of the lot. Staff recommendation is for approval. Motion to approve. Approved 4-0.

f. Approve/deny quarterly/year end 2017-2018 Budget Amendments Resolution and to authorize the Chairman to sign.

This basically balances out items that have happened during the year. Revenues have been up considerably and building permits are up $46,000. Other items are from sale of items and TAVT ad valorem/true up with tag taxes. Some of these were earmarked for Capital Improvements, some are grant dollars, etc. Motion to approve. Approved 4-0.

g. Approve/deny committed funds for Board of Assessors, Fire Department and County Agent.

We have an opportunity with these items to commit these items to the next year if those funds haven’t been used in the current year. We have done this with other items in the past. Tax Assessor $67,500 for a reassessment of the county. This hasn’t been done in a while. It has been put out to bid but they haven’t chosen a contractor for this yet. We need commit these funds for next year so it can be done. Our commercial base needs to be reviewed.

The Fire Department has got money set to the side to build 2 stations based on ISO ratings. $20,000 and excess funds to go toward construction along with funds from Capital Improvements. We are looking at facility costs now.

County Agent Helen Carter retired this year so there is about $10,000 that can be rolled into upgrades to the facility there like painting, etc.

Also asked about fuel system because there are times that it goes down. Our pumps are old so there have been times that we have to decide who gets to use how much while the system is down. It could be in the area of about $30,000. Chairman Johnson asked about fuel pumps. CM Hanson said that we buy our fuel local. There is $35,000 in contingency. It won’t hurt our fund balance and we can uncommit if needed over the next year. The CM still has to ask for permission before he can spend this money even if it’s committed. Gas and diesel pumps will both be replaced as well as the system. It will be a much better system when it is replaced. Tonight is just for approving the money to be committed to this at a later date. What are our chances of contamination? There is no issue there because we are above ground, but pump failure is the issue that we are dealing with. Motion to approve committing funds for these four items. Approved 4-0.

10. PUBLIC COMMENT- (Limited to 5 minutes per person) - None

11. EXECUTIVE SESSION: 7:11 p.m.

Back into session at 7:51 p.m.

a. County Manager requests Executive Session for discussion or deliberation on the appointment, employment, compensation, hiring, disciplinary action or dismissal, or periodic evaluation or rating of a county officer or employee as provided in O.C.G.A. § 50-14-3(6) germane to J.Joel Edwards Library and Planning and Development.

J. Joel Edwards Library – CM Hanson asked for appointment of Library employees as county employees under the county payroll system. Motion to approve. Discussion: Tim Daniel asked if this says that employees report to the County Manager? County Attorney Rob Morton said that the employees are part of a regional library system so they are directly responsible through this including operations of the library similar somewhat the County 4H Agent. This will no longer fall under the local Library Board that is an advisory board. Clarification from Jo Ann that this approving library employees to become county employees. Approved 4-0.

b. Discussion of the future acquisition of real estate as provided by O.C.G.A. § 50-14-3(4), germane to Pike County Board of Commissioners.

Planning and Development – CM Hanson asked for the appointment of Brad Vaughn as the Planning and Development Director. Effective July 2nd. Tim Daniel said that the county had a lot of good applicants who wanted to work in Pike County, and it was a hard decision. Motion to approve. Approved 4-0.

c. Discussion of signing of land lease agreement with Verizon Wireless.

CM Hanson asked the board to approve signing of land lease agreement with Verizon Wireless. Motion to approve. Approved 4-0. After the meeting, CM Hanson told me that the county is agreeable to a lease if Verizon is able to go through Zebulon process because we own the land but it's in the city. This could improve broadband and possibly bring 5G service to Zebulon.
