REGULAR BOARD OF COMMISSIONERS MONTHLY MEETING AGENDA
Wednesday, May 8, 2019 – 9:00 a.m.

Monthly information from Animal Control, Coroner, Fire Department, Grady, Library, Magistrate Court, McIntosh Trail CSB, Planning & Development, Registrar, Superior - Juvenile Court, Tax Assessor, and the Water Authority are included as well.

This meeting was attended by Commissioners Tim Guy, Tim Daniel, Tommy Powers and Chairman Briar Johnson as well as County Clerk Angela Blount, County Manager (CM) Bobby Bickley, and County Attorney Rob Morton. Commissioner James Jenkins was not in attendance.

County Manager Bobby Bickley asked commissioners to amend the agenda to remove the Executive Session. Motion to approve the agenda. Approved 4-0.

David Sellers

Public Works Director Todd Goolsby praised David for his work at the road department over the past five years. David has worked different jobs down there depending on what needed to be done, and he is much appreciated!

c. County Manager Comment

County Manager Report. All of the roads are now back in service as of yesterday. Bethany Church Road completed yesterday. There are still places in the county that need work. There was a lot of damage to our dirt roads over the past month. He told commissioners that as you get those calls, I’ll be glad to send those to Todd. Bobby has been going out and checking on these calls too.

We’ve been looking at our insurance providers. Met with several brokers and then narrowed insurance providers down to Blue Cross Blue Shield. There is a 7% increase with them, but the county weighed out everything including out of pocket costs for the county. The current provider wanted to raise rates 24%.

9. NEW BUSINESS

a. Consider two appointments to Board of Appeals to fill a three-year term, set to expire May 9, 2022. Applicants have met criteria

Bonnie Byrd Gardner and Ron Snowden. They are asking to be placed back on the board and the CM asked the board to accept these applications. Motion to approve. Approved 4-0.

b. Approve/deny the 1st Reading to amend Pike County Ordinance 36.10 Item B, Number 5, Meal Reimbursement

It currently reads $50 per day and is broken down for specific amounts for each meal. Asking to remove the allocations and make it simply $50 per day. Receipts will still be required. Motion to approve. Approved 4-0.

c. Approve/deny to send out a request for proposal for Emergency Medical Services.

CM Bickley reminded commissioners that the current provider has given the county some options to consider. He said that there may be opportunity for negotiations.

Briar said he is ok either way-negotiations or RFP. He said that they have saved us over money over the past four years. He pointed out that he was in Mid Georgia’s corner when they were the current provider. He said that he would like to see us postpone the RFP and negotiate.

Tim Guy made a motion to postpone this discussion until Monday at 5 p.m. 2nd by Tommy Powers. 3-1 with Tim Daniel opposed.

10. PUBLIC COMMENT - None

11. EXECUTIVE SESSION: None.

a. The Pike County Board of Commissioners requests consultation to discuss pending or potential litigation, settlement, claims, administrative proceedings, or other judicial actions brought or to be brought by or against the county or any officer or employee or in which the county or any officer or employee may be directly involved, as provided in O.C.G.A. §50-14-2(1), germane to J. Joel Edwards Library. [Note from the Editor: This was removed at the beginning of the meeting.]
