PIKE COUNTY BOARD OF COMMISSIONERS SPECIAL CALLED MEETING
5:30 p.m. Tuesday, May 31, 2016
Courthouse Annex, 79 Jackson Street, Zebulon, Georgia

[Note from the Editor: This is verbatim from the Post Agenda that was emailed to me since I did not make this meeting but did make the 6:30 p.m. meeting. There was a LOT of meetings and a LOT of events in May that I am still catching up on!]

The Pike County Board of Commissioners held its Special Called Meeting on Tuesday, May 31, 2016 at 5:30 p.m. in the Commissioners Meeting Room, Courthouse Annex, at 79 Jackson Street, Zebulon. Chairman Briar Johnson convened the meeting and Commissioners Tim Daniel, Tim Guy, Tommy Powers and James Jenkins attended. County Manager John Hanson, County Attorneys Tom and Rob Morton and County Clerk Jo Ann Wrye were also present. (O.C.G.A. § 50-14-1(e) (2))

4. APPROVAL OF THE AGENDA - (O.C.G A. 50-14-1 (e) (1))

Motion/second by Commissioner Powers/Commissioner Daniel to approve, motion carried 5-0.

5. EXECUTIVE SESSION

a. Discussion or deliberation on the appointment, employment, compensation, hiring, disciplinary action or dismissal, or periodic evaluation or rating of a public officer or employee or interviewing applicants for the position of the executive head of an agency, as provided in O.C.G.A §50-14-3(b)(2); germane to Personnel Compensation.

Motion/second by Commissioner Daniel/Commissioner Guy to adjourn Regular Session and enter into Executive Session at 5:32 p.m., motion carried 5-0.

Motion/second by Commissioner Daniel/Commissioner Powers to adjourn Executive Session and enter into Regular Session at 6:07 p.m., motion carried 5-0.

6. 3RD READING AND FINAL ADOPTION OF THE FY 2016-2017 BUDGET

1. Approve/Deny the 3rd Reading and final adoption of the FY 2016-2017 Budget.

County Manager Hanson addressed the Board regarding the budget and told them it included one minor change which is the number for Contingency, it has been lowered from $75,000 to $50,000 as discussed in the previous meeting. Additionally County Manager Hanson recommends a 2% increase for the employees which relates to $71,397.20 for the increase. He said the number for the insurance that was changed at the last meeting is included in the figures they have before them this evening. The Board also has in front of them the numbers for the request from the Library Board that includes insurance and raises. County Manager Hanson stated the Manager for the Library would still receive $17.45 per hour, LA 1 would be at $10 per hour (convert to Assistant Manager), LA 2 – LA 4 would remain at the same rate. He said adding the assistant as full time with insurance coverage will increase the budget by $2,414.98. Motion/second by Commissioner Daniel/Commissioner Powers to approve lowering Contingency from $75,000 to $50,000, motion carried 5-0.

Motion/second by Commissioner Powers/Commissioner Daniel to approve a 2% raise for county employees, motion carried 5-0.

Motion/second by Commissioner Guy/Commissioner Daniel to approve the full time employee position for the library at an additional $2,414.98, motion carried 5-0.

County Manager Hanson said the last item he had for Department 13 was to increase the legal fees for the county attorneys from $80,000 to $90,000.

Motion/second by Commissioner Powers/Commissioner Guy to approve the legal fee increase, motion carried 5-0.

County Attorney, Rob Morton addressed the Board stating the County Manager contract ends at the end of June. He asked the Board to entertain a motion to renew the County Manager’s contract for 3-years at $90,000 per year.

Motion/second by Commissioner Powers/Commissioner Guy to approve the County Manager’s contract with the increase for 3-years, motion carried 5-0.

Commissioner Jenkins stated during the last 3-years the County Manager has saved Pike County between $700,000 to one million dollars on the work that has been done. He commends County Manager Hanson for the work as well as working with the Board to reduce the cost to the county and believes that needs to be rewarded.

2. Authorize Chairman Johnson and County Manager John Hanson to execute the FY 2016- 2017 Budget documentation, to include, but not limited to, advertising, pertinent dates, and all incorporated motions made as of this date, May 31, 2016.

Motion/second by Commissioner Daniel/Commissioner Guy to approve, motion carried 5-0.

7. ADJOURNMENT

Motion/second by Commissioner Powers/Commissioner Daniel to adjourn at 6:15 p.m., motion carried 5-0.
