The Pike County Board of Commissioners held its Regular Monthly Meeting on Tuesday, April 23, 2019 at 1:00 p.m. in the Courthouse, Main Courtroom, at 16001 Barnesville Street, Zebulon. Chairman Briar Johnson convened the meeting and Commissioners Tim Daniel, Tim Guy and Tommy Powers attended. County Manager Bobby Bickley, County Attorneys Tom Morton and Rob Morton, as well as, County Clerk Angela Blount were also present. (O.C.G.A. § 50-14-1(e) (2)) Due to unforeseen circumstances, Commissioner Jenkins was unavailable to attend the meeting.

Motion/ Second by Commissioners Daniel/Powers to approve, motion carried 4-0

5. COUNTY MANAGER’S BUDGET OVERVIEW AND Q/A SESSION .................................................................................. Bobby Bickley

County Manager Bickley stated there have been no changes to the budget draft since presented on April 10, 2019. Commissioner Powers asked what the total increase was going to be. CM Bickley replied the bottom line increase is about $1.4M with $1.2 M of that being SPLOST which was not included in last year’s budget. Commissioner Daniel asked if you took the SPLOST out would it be about $200,000 increase; County Manager Bickley replied yes. Commissioner Daniel asked does the county have the revenues to back that up; CM Bickley replied yes the county does have the revenues to back it up. County Manager Bickley stated there are no bells and whistles in these requests. The requests are strictly items needed or mandated by the state thru Magistrate and Probate courts and some of them are getting new equipment. Commissioner Powers wanted verification that no department other than the ones that are mandated will be getting raises. County Manager Bickley said that is correct except some merritt increases but there is not a county wide increase. Commissioner Powers asked about how the insurance played out in the budget. County Manager Bickley stated that 20% increase was budgeted in the draft and he has been talking with other companies and brokers that have provided preliminary numbers that range from 5%-7%. County Manger Bickley stated will be looking at numbers to distinguish a balance between county and employee cost.
