ZEBULON - The Pike County Board of Commissioners held a special called meeting on Thursday, April 2, 2020 – 5:00 p.m. at the Courthouse, Main Courtroom, 16001 Barnesville Street in Zebulon. The public was invited to attend this meeting. However, the Pike County Board of Commissioners were following and enforcing the Executive Orders issued by Governor Brian Kemp which included social distancing.

The meeting was extremely short and was attended by Commissioners Jason Proctor, Tim Daniel, James Jenkins, Tim Guy, Chairman Briar Johnson, County Attorney Rob Morton, County Manager (CM) Ron Alexander, and County Clerk Angela Blount.

1. CALL TO ORDER ..... Chairman Briar Johnson

2. INVOCATION ..... Silent Invocation

3. PLEDGE OF ALLEGIANCE ..... Chairman Briar Johnson

4. APPROVAL OF THE AGENDA - (O.C.G A. 50-14-1 (e) (1))

5. APPROVE/DENY FINAL FY 2018/2019 BUDGET AMENDMENTS RESOLUTION.

CM Ron Alexander advised as part of the budget process, the county is required to have an independent audit of the prior year’s revenues and expenditures. He said that staff was recently presented with a draft audit for 2018-2019. As part of the audit, the auditor requested a final budget amendment in order to complete the final audit. He gave this to commissioners prior to the meeting and advised that this was recommended for approval by staff. If this is approved, this will allow the auditor to complete the audit and provide commissioners with a completed version of the annual audit.

Motion to approve the amendment. Discussion: Questions were asked clarifying that additional money was accounted for and that all revenues were accounted for as well as revenues. County Attorney Rob Morton advised commissioners that the auditor makes a recommendation in the year end audit that the county end up the year adopting the amendments that make the expenses your actual budget. So you have the actual expenditures being the actual budget. He clarified that this is the actual budget. This gives the county a clean audit.

6. ADJOURNMENT

Motion to adjourn less than 6 minutes and 30 seconds after beginning the meeting.

Agenda subject to revision.
