All five commissioners were present along with County Clerk Jo Ann Wrye, County Manager (CM) Bobby Bickley, and County Attorneys Rob and Tom Morton.

No motions. County Attorney Rob Morton left the meeting after the Executive Session but County Attorney Tom Morton stayed through the meeting.

c. County Manager Comment

Budget process has begun.

CM Bickley recognized a rock star for small businesses in our region: Kenny’s Sauces out of Concord was recognized by the State of Georgia and nominated for small business rock star for our region. Tim Daniel said that Kenny’s Sauces is good eating and they used to set up here but they probably get more traffic in Griffin.

9. NEW BUSINESS

a. Approve/deny Use of Courthouse Grounds from Marvin Hollis of Mt. Hope Baptist Church on Saturday, April 27, 2019 from 9:00 a.m. until 5:00 p.m. for a yard and bake sale.

Motion to approve. Approved 5-0.

b. Approve/deny Use of Courthouse Grounds from Bryan Richardson of Pike County American Legion Post #197 on Monday, May 27, 2019 from 8:00 a.m. – 1:00 p.m. for Pike County Memorial Day Program.

Motion to approve. Approved 5-0.

c. Consider two appointments to the Pike County Agribusiness Authority to fill a three-year term set to expire March 31, 2022. Applicants have met criteria.

CM Bickley advised that Mark Camp and William Cloy Jr. are renewing their terms. Richard Frillman, Jr. is the third applicant. Motion to approve Camp and Corely. Approved 5-0.

d. Approve/deny bid for fire truck.

Pike Firefighters Museum gave a bid in the amount of $500. We could probably get more money going through www.govdeals.com, but it is CM Bickley’s recommendation to go with this bid for the museum here in our county. Motion to approve. Approved 5-0.

e. Approve/deny Safety Action Plan for GDOT.

Jack Reed from GDOT told the county that we could apply for a $50,000ish grant to restripe our roads. CM Bickley and Director Todd Goolsby want to use this striping for the roads that are a part of the roads plan to be repaved this summer. This is a 30% in-kind match and are the roads that we are working on this summer. Motion to approve. Approved 5-0.

These are the roads in need of striping and signage that are on this list. Buffington Road, Flat Rock Road, Lifsey Springs Road, Watering Hole Pass, Trails End, Ranchland Gap, and Reidsboro Road.

f. Approve/deny request from Kevin Sasser of Peach State Aerodrome to use Impact Fee credit in the amount of $3,210.67 to construct an airplane hanger, permit number 2019-01-004.

This is credits that were obtained from when Ron Alexander owned the property and was planning to use them for expansion of the airport. Mr. Sasser has about $160,000 credits from work that he has done out there before. Motion to approve the use of these credits. Approved 5-0.

g. Approve/deny request from Kevin Sasser of Peach State Aerodrome to use Impact Fee credit in the amount of $3,696.91 to construct a second hangar, permit number 2019-02-044.

Same situation as above. James Jenkins said that Ron did a great job out there and that he appreciates Kevin following in his footsteps with this. Motion to approve. Approved 5-0.

h. Approve/deny the selection of County Clerk for Pike County.

Went from 13 to 3 for interviews. Angela Blount was CM Bickley’s recommendation on this. Motion to approve 5-0. Approved 5-0.

i. PUBLIC HEARING: To receive public input regarding SE-19-03 – Applicants/Owners Pat and Jack Johnson are requesting to create a private cemetery as an accessory use on an A-R zoned parcel of land. Property location is 2864 Hollonville Rd. Williamson, GA, Land Lot 217, District 1, Parcel ID 039-022, 174.2 acres and does not lie within a flood zone.
Action: Discuss/Approve/deny

Community Building and Development Director Brad Vaughn spoke at the beginning on this. Pat and Jack Johnson were both present at the meeting. This is for a private cemetery and this is permitted as a special exception only. Passed unanimously with some specifics like recorded plat revisions, etc. This is part of a 174 acre tract, and it fits in our code.

No one spoke. Public hearing was closed.

Tim Daniel asked whether there is already a burial site there. If there is already an existing cemetery, they still have to go through the process. Brad said that the graves there are over 100 years old, and they just wanted to expand this cemetery.

Tom Morton said that the key point on this is whether this is within a flood plain or not, and this has no issues with that.

Motion to approve. Approved 4-0-1. Chairman Johnson abstained because the applicants are family.
