Present: Chairman Briar Johnson and Commissioners Tim Daniel, Tim Guy, Jason Proctor, and James Jenkins, County Clerk Angela Blount, and County Attorney Rob Morton. County Manager Brandon Rogers was not present.

a. Employee Recognition for service to Pike County.

• D’Angalo Smith – Sheriff’s Department

D’Angalo Smith from the Pike County Sheriff’s Office. 5 years service. Sheriff Thomas said that D’Angelo came into the jail and went out on the road and is one of those who stops what he is doing and helps people as he is doing his job. He doesn’t look at this job as just an opportunity to lock people up. He can do that when he needs to, but he cares about people and helps at every opportunity. Also said that he has never had anything negative said about Officer Smith.

• Timothy Carney – Public Works

Timothy Carney from Public Works. 15 years. Public Works Director Todd Goolsby said that Tim was one of first hires. He does a multitude of jobs at Public Works. Very valuable employee. Never lays out. Said that he appreciates him.

• Timothy Holt – Public Works

Timothy Holt from Public Works. 15 years. Public Works Director Todd Goolsby said the has gotten more compliments on Tim. He’s a people person. And said that he gets special requests and phone calls for Tim to come out and do specific jobs around the county. Tim said that it was an honor and a privilege to work here.

Commissioner Jason Proctor – Thank you to Elections Supervision David Neyheart and the poll workers for their hard work. Thanked voters for voting. Thanked Pike County Times for letting people know who won on this.

e. County Attorney Report to Commissioners

Assisted with closings in Zebulon Business Park. Assisted with applications, etc. on alcohol. Impact Fee research. Also helped Elections Supervision David Neyheart. Very knowledgeable and doing a good job. Arraignments today.

9. NEW BUSINESS

a. Approve/deny renewal of alcohol license (Pouring – beer, wine, and distilled spirits) for Jeremy Crumbley d/b/a Pedros, 212 Plaza Drive, Zebulon, GA. Applicant has met criteria.

Motion to approve. Approved 5-0.

b. Approve/deny renewal of alcohol license (Retail Sales – beer and wine) for Saifullah Bhamani, Nabiha USA Inc d/b/a The Rock Store, 4131 Hwy 19 South, Meansville, GA. Applicant has met criteria.

Motion to approve. Approved 5-0.

c. Approve/deny issuance of alcohol license (Retail Sales – beer) for Naushad Rehmatullah, Zebulon Investment LLC d/b/a Cadies Corner, 10030 Hwy 19 North, Zebulon, GA. Applicant has met criteria.

Motion to approve. Looked at a couple of things and the applicant has met the criteria. Approved 5-0.

d. Approve/deny renewal of alcohol license (Pouring – beer and wine) for Stacy Johnston, J2 Hospitality LLC d/b/a Slices Pizzeria, 421 Plaza Drive, Zebulon, GA. Applicant has met criteria.

Motion to approve. Approved 5-0.

e. Approve/deny renewal of alcohol license (Retail Sales – beer and wine) for Thomas Jason Mask d/b/a/ Frank’s Filling Station LLC , 6764 Hwy. 362 Concord, GA. Applicant has met criteria.

Motion to approve. Approved 5-0.

f. Adoption of the Pike County and Cities Joint Comprehensive Plan 2022-2042.

This is the final step in 5 year update. Started on January 5, 2022. Set up a steering committee and met monthly with Three Rivers. Public attended an open house in June. Staff and Three Rivers put this together and final hearing has been held. October 26, Three Rivers received back from the DCA and has met criteria. Asking for approval for this Comprehensive Plan update to continue our Local Qualified Government Status.

11. EXECUTIVE SESSION: 9:16 a.m.

a. Chairman Briar Johnson requests an Executive Session for discussion or deliberation on the appointment, employment, compensation, hiring, disciplinary action or dismissal, or periodic evaluation or rating of a public officer or employee or interviewing applicants for the position of the executive head of an agency, as provided in O.C.G.A. § 50-14-3(b)(2), germane to personnel.

b. Chairman Briar Johnson requests an Executive Session to discuss the possible acquisition of real property pursuant to O.C.G.A. 50-14-3 (b)(1).

County Attorney Rob Morton advised that he is on leave until Thanksgiving. Pike County Times asked if there was a reason for him being on leave or anything in writing and was advised that there is not a document that is open to public disclosure on this matter. “He is entitled to leave under our policies and he is taking his leave,” said Morton.]
