a. Minutes of the October 31, 2017 Regular Monthly Meeting.

6. INVITED

a. Employees to be recognized for their service to Pike County.

William Pitts has been with the county for five years and does a good job for the county. Carmen Westerfield told of his work behind the scenes and praised his work for the county.

William Walker has been with the county for five years. John said that he is always professional and courteous when he is out in our community. Sheriff Thomas said that William wears a lot of hats and doesn’t know the word no because he is always working for the county in various aspects.

Timothy Holt has been with the county for ten years. He is always working hard and puts in an honest day’s work from the beginning to the end. Todd Goolsby said that Tim does everything that needs to be done and does an awesome job and is the one who opens the gate in the morning.

Timothy Carney couldn’t be here today.

b. Farm Bureau to present Farm-City Week Proclamation

Farm Bureau Proclamation was read by Steven Yerkes. Nov 17-23 is a week to honor the farmers who produce the products that are sold in our community and the cities that sell these products. Motion to approve. Approved 5-0.

7. REPORTS FROM COMMISSIONS, DEPARTMENTS, COMMITTEES, AUTHORITIES

a. Monthly Reports submitted from County Departments and County Authorities, including a Revenue/Expenditure Statement for all departments and a summary check register.

James Jenkins asked about the sale of assets. CM Hanson said that was for the Catepillar equipment that we had sold for the county which brought in $124,000 additional dollars that we wouldn’t have gotten if we had just traded it in.

Park & Rec Infact Fees are coming in and they are higher than the rest. He asked CM Hanson to look into the numbers. FEMA and GEMA also sent in some numbers as well as a grant that is being held by the county. 2nd District was damaged and was repaired under an insurance claim. We did most the work for ourselves though. Some of these items happened in a prior year and were spread over two years. He asked about $68,000 in improvements in the Water and Sewer and was voted in a prior meeting.

c. County Manager Comment

This past weekend there was a Veterans Day Celebration at Barnstormers and he praised them. Also a Post 197 Celebration on the Courthouse Square on Saturday. The guest speaker is Mr. Tom Morton.

We have finished the 2017 LMIG projects. There is some striping that the GDOT is going to do. They are going to restripe everything that we have repaved this year. This will be long-lasting striping that is better than what we have and is a use it or lose it program.

We applied early for 2018 and we have been overlaying Bottoms Road already. For the first time, we are ahead of schedule. Our laying the asphalt counts toward the 30% match and is saving us money that can be applied for other items. Kendrick, Bankston, and Adams Roads are on that list. Wilder and Howell Roads have been completed and he thanked the Road Crew for their hard work.

Fire Fighter Cancer Policy is going to be about $200 per year per person. This impacts Meansville as well. GMA is offering the same policy to the cities even though they are not allowed to join with the county on this.

Directly from the County Manager Report:

Public Works: We have completed both Wilder Road and Howell Road resurfacing which concludes our 2017 LMIG Projects. We have received the funding from GDOT for the 2018 LMIG projects and with the CW Matthews Griffin plant open at this time we are going attempt to get some of the 2018 LMIG projects completed now. We anticipate completing Bottoms road and weather permitting may consider other roads on the list.

Veteran’s Day at Candler Field: The annual Veteran’s Day celebration at Candler Field is the Saturday November 4th at the Museum. They are expecting a large crowd with the program starting at 1:00 p.m. If you have never been out to this event, you may want to go out there this year. There will be aircraft, entertainment and guest speaker Ret Gen. “Rock” Donahue.

Firefighter Cancer Coverage: Our quote for coverage from ACCG has been provided. The coverage came in at $8910.00 which is well under the number we budgeted. Thankfully ACCG came together with a great policy state wide. We have 64 firefighters and quite a few are covered under their policy where that work full time. This cost is at less than $200 per firefighter.

d. Commissioner Reports

James Jenkins said that Chappel Hill said turned out well and was done quick. CM Hanson said that we laid the bottom layer and CW Mathews did the top layer and that we did the entire road on Wilder Road. He said that we can handle 2 and 3 mile roads no problem. He said that eventually we can get to these roads that don’t have any work on them. We are saving a lot of money. Around $63,000 in savings per road with us doing the paving. We will look at expanding our roads plan sometime after the first of the year. Our plan goes through 2022 right now. It takes more trucks to do longer roads. We have three trucks that run now and can lease trucks to bring in the hot asphalt so we are saving money as much as we can. But we don’t want to sacrifice product for saving money.

Briar Johnson also praised the program at Barnstormers to honor our veterans.

a. Consider two appointments to the Pike County Board of Appeals to fill a three-year term, set to expire November 25, 2020. Applicants have met criteria

Brent Taylor and Leslie Ratliff have both applied. These are reappointments. Staff recommendation is to reappoint both. Motion to reappoint both Brent and Leslie. Approved 5-0.

b. Approve/deny renewal of Alcohol License (Retail Sales – beer) for Mitul Patel d/b/a Caddie’s Corner, 10030 Hwy. 19 N, Zebulon, GA. Applicant has met criteria.

Motion to approve. Approved 5-0.

c. Approve/deny renewal of Alcohol License (Pouring-beer, wine and distilled spirits) for Regina Alexander, d/b/a Barnstormer’s Grill, 349 Jonathan’s Roost Rd., Williamson, GA. Applicant has met criteria.

Motion to approve. Approved 5-0.

d. Approve/deny renewal of Alcohol License (Retail Sales – beer and wine) for Dolores Ferguson d/b/a Ferguson’s, 6764 Hwy. 362, Concord, GA 30206. Applicant has met criteria.
