c. County Manager Comment

CW Mathews is going to start paving on East Milner and finish on Chapel Hill Road soon with the county doing the patching on East Milner now. This is the opposite of what was planned and should be done in about a week.

There wasn't much damage from the recent storm with only one tree down and a few roads that need to be scraped.

SPLOST signs for patching and resurfacing. Signs will stay on the route for a year or so and then move to another road with SPLOST improvements. Made to last. Todd Goolsby, Director of Public Works, came up with the design.

From the County Manager Report:

CrossPointe Academy reached out to the Pike County Commission to make the county aware of tax credit opportunities that are offered through the State of Georgia for education through a seminar and dinner.

Chairman Briar Johnson is on seven county and regional boards and would like to step aside from some of these boards if members are interested in serving in his place. Most of these boards require someone from our board but not necessarily the Chairman.

Jonathan’s Roost Road has been completed and the county is waiting on GDOT to do the striping. The Georgia Department of Transportation will be striping a number of roads through grant opportunities that we applied for last year. This will include restriping some roads that were striped recently but GDOT is saying that this is a higher quality product that will extend the life of the striping.

The Williamson walking track was paved by the county on Thursday. The City of Williamson provided the $12,800 for cost of materials and the county provided the labor. This work was done according to the county’s Service Delivery Strategy.

There is a lot of discussion regarding the expansion of broadband in our region. Congressman Drew Ferguson and the Three Riverst Regional Commission are making efforts to bring awareness to the need for broadband infrastructure in our area. CM Hanson said that he has had many conversations with individuals and companies regarding shortfalls in Pike County. AT&T Regional Director Terry Smith has asked to meet next week to discuss some "major" efforts that they will be bringing forward for high speed fiber in Pike County. He also gave commissioners a copy of an article that appeared online out of Washington DC at: click here to read it entitled "Federal Grants to Expand Rural Broadband Pit Local Needs Against Political Ideology."

d. Commissioner Reports

Tim Daniel had someone call and ask about the solar project on Hwy 18. Any updates? CM Hanson said that they were supposed to know in October whether or not this area will get the contract. At this time, they don’t know yet, but as soon as the county knows, he will let them know.

Tim Guy thanked Todd Goolsby and Public Works for their hard work in the county. He also commended them on collaboration with service delivery strategy around the county that seems to be working well. Pike County is looking great.

9. NEW BUSINESS

a. Approve/deny the Adoption Resolution for Capital Improvements Element (CIE) Annual Update, pursuant to the Georgia Development Impact Fee Act and the Development Impact Fee Compliance Requirements of the Georgia Department of Community Affairs.

On Sept 13, this was brought before the Board. Sent to Three Rivers, etc. No comments on September 25 from them. If this is approved today, it will be transmitted to Three Rivers for final adoption. Motion to approve. Approved 5-0.
